Я пересмотрел Правила, не нашел. Но есть еще "Методические указания для судей".

6. Conceding
(a) A player may only concede when he is the striker. The opponent has the right to accept or refuse the concession, which becomes null and void if the opponent chooses to play on.
This again is a new addition to the Rules and came into effect on 1st September 1995. It was written to protect the striker's right to continue a break well beyond 'frame ball' if he thinks he needs the practice or if he stands a chance of winning the highest break prize. Now, a player can only officially concede when he is the striker. As an example Player A, 50 behind with only the colours left, is snookered. He plays and fails to hit the ball on and as he returns to his seat he says to his opponent 'You can have the frame if you want it'. In other words, he is conceding. The opponent, seeing he has an easy pot decides to play and goes to the table and commits a foul. As he refused to accept the concession when it was offered, his opponent has every right to return to the table and continue the frame if he wants to. Just now, we used the words 'officially concede'. It is possible to unofficially concede, and this is usually done by the non-striker offering concession to save wasting time. For example, the striker is at the table and has done more than enough to win the frame and is in no position to go for any break prize. He may be faced with cueing over one colour from the other end of the table, using an extended spider rest in order to play a safety stroke off Brown. Any offer of concession from the non-striker's chair would be welcomed by striker, referee and spectators alike, and should be allowed.
(b) When aggregate scores apply and a frame is conceded, the value of any balls remaining on the table is added to the score of the other side. In such case, Reds shall count as eight points each and any colour incorrectly off the table shall be counted as if spotted.
Once again this part of the Rule is only relevant if aggregate scores are relevant. Where a frame is conceded at other times, the recorder would note the scores at the time of the concession.
